WPS Focus: Respirator Use & Training

40 CFR Part 170 now requires that handlers receive respirator training if a respirator is required by the pesticide labeling. In
addition to the respirator training, handlers using respirators would also have to receive a medical evaluation prior to using
a respirator and be fit tested for the labelling specified respirator that they will use. The respirator training can be
incorporated into the handler’s pesticide safety training but must comply with the portions of OSHA’s regulations which are
now referenced in the Worker Protection Standards as shown in the excerpt below. The agricultural employer would
arrange for the medical evaluations and fit testing. Records of the training, medical evaluation and fit testing must be
maintained for two years by the agricultural employer.

§ 170.507 Personal protective equipment.

(10) The respirator specified by the pesticide product labeling must be used. Whenever a respirator is required by
the pesticide product labeling, the handler employer must ensure that the requirements of paragraphs (b)(10)(i)
through (iii) of this section are met before the handler performs any handler activity where the respirator is
required to be worn. The handler employer must maintain for two years, on the establishment, records
documenting the completion of the requirements of paragraphs (b)(10)(i) through (iii) of this section.

(i) Handler employers must provide handlers with fit testing using the respirator specified on the pesticide product
labeling in a manner that conforms to the provisions of 29 CFR 1910.134.

(ii) Handler employers must provide handlers with training in the use of the respirator specified on the pesticide
product labeling in a manner that conforms to the provisions of 29 CFR 1910.134(k)(1)(i) through(vi).

(iii) Handler employers must provide handlers with a medical evaluation by a physician or other licensed health
care professional that conforms to the provisions of 29 CFR 1910.134 to ensure the handler’s physical ability to
safely wear the respirator specified on the pesticide product labeling.

Respiratory Training Requirements of 29 CFR 1910.134(k)(1)(i) through(vi)

The employer shall ensure that each employee can demonstrate knowledge of at least the following:

1. Why the respirator is necessary and how improper fit, usage, or maintenance can compromise the protective
effect of the respirator (1910.134(k)(1)(i))
2. What the limitations and capabilities of the respirator are (1910.134(k)(1)(ii))
3. How to use the respirator effectively in emergency situations, including situations in which the respirator
malfunctions (1910.134(k)(1)(iii));
4. How to inspect, put on and remove, use, and check the seals of the respirator (1910.134(k)(1)(iv));
5. What the procedures are for maintenance and storage of the respirator (1910.134(k)(1)(v)); and
6. How to recognize medical signs and symptoms that may limit or prevent the effective use of respirators
(1910.134(k)(1)(vi))
